2025 -2026

Facility Idling

From October 2025 through 2026, Phillips 66 will idle process units, clean equipment, and safely prepare the refinery site for future use. All activities will be carried out with a focus on safety and environmental compliance.

Employee Transition

Job fairs, workforce training, mock interviews and resume workshops are being held for employees. Phillips 66 has been working to relocate interested personnel to other Phillips 66 locations, and has engaged with LA County Workforce Development departments to identify other jobs opportunities for its employees.

Community Input on a New Vision

Community input has been essential to designing the Five Points Union Project. Over the past several months, we've had more than a hundred conversations with community groups, Neighborhood Councils, nonprofits (including with their members, staff, and boards), school stakeholders, parents, students, and neighbors. We’ve had coffees with individuals, made presentations to groups, and tabled at local events. We are committed to continuing this outreach throughout the Project’s approval process and beyond.

Submittal of Project Applications

Applications were submitted to the City of Los Angeles in early July, formally starting the Project’s review process.

2026 Through Project Approval

City Processing and Review

The City of Los Angeles will conduct a thorough review of the Five Points Union Project, including a full environmental analysis, which will likely take a few years. The environmental analysis will take the form of an Environmental Impact Report, or EIR, which will be provided to the public for comment. Updates will be provided as timing and details develop - keep checking this website for more information!

Phillips 66 believes in being a good neighbor, working to strengthen the economic, social, and environmental resilience in its communities.

Phillips 66 has proudly invested in programs that promote education equity, safety and well-being, environmental sustainability, and social advancement, and will continue these investments throughout the Project’s approval process.

If your organization or program aligns with Phillips 66’s focus areas, we encourage you to apply for funding through the annual grant program. Applications must be submitted by October 1, 2025 to be considered.

Demolition and Remediation

Demolition of the Phillips 66 and Rancho LPG buildings, tanks and equipment will only occur after Project approval. Demolition is being analyzed as part of the Project. Likewise, soil remediation is being analyzed by the City as part of the Project’s Environmental Impact Report, and will occur after all buildings and equipment have been removed and access to soil becomes available, after Project approval.

Phillips 66 has stated its commitment to continue meeting its existing legal obligations to address historical releases at the site as ordered by the Regional Water Quality Board, an independent state environmental agency. This obligation will continue through and after project approval and construction. In addition, as stated above, the project will include remediation of the soil. Both clean-up efforts will be implemented under the careful management and oversight of the Regional Water Quality Control Board.
